Institutional firewall

Municipalities may see patterns, not a family file.

The proposed firewall separates household decisions and identifiable records from municipal learning, commissioning and policy questions.

Municipal insight must not open a route into a family’s searches, plans or private circumstances.

The boundary needs enforceable controls, named responsibility and a visible route for challenge.

The firewall is a design requirement; no municipal data connection is presented as operational.

Define the separation between family-controlled information and any future municipal learning so public cooperation cannot become household surveillance.
Your question

A firm separation

Municipal insight must not open a route into a family’s searches, plans or private circumstances.

Families may use context to compare opportunities, prepare a visit or find practical support. That information should remain under family control and should not become available to a municipality simply because the municipality supports research or local participation work.

Any future municipal view must be technically and organisationally separate from family accounts and individual journeys. It should contain only approved aggregate information for a stated public purpose and must not support household drill-down.

Huddle’s proposed response

Governance and access

The boundary needs enforceable controls, named responsibility and a visible route for challenge.

Required protections include purpose limitation, minimum group sizes, restricted roles, logging, retention limits, security testing and a ban on re-identification or combining data to infer a household. Procurement or partnership terms must not weaken these protections.

Families and the public should be able to understand what information exists, why it is used, who can access it, how long it is kept and how concerns are handled. A responsible owner must be able to suspend the use when the boundary cannot be maintained.

Current status

The firewall is a design requirement; no municipal data connection is presented as operational.

Before any implementation, the parties would need to define legal roles, data flows, public purpose, necessity, security, retention, rights, accountability and independent review. The safest result may be to share less information or not create the proposed view.

Huddle does not claim an approved municipal integration, privacy assessment, data-sharing agreement or operating control system. A research conversation is not authorisation to process resident data and does not create a partnership or procurement route.
